Notably absent from the list is Anthropic, which was previously involved but deemed a supply-chain risk. A dispute over ethical concerns, particularly regarding surveillance and autonomous weapons, led to its exclusion. Anthropic had previously secured a $200 million deal but refused to relax its policies.
