OpenAI lobbied to weaken EU AI regulation, documents show

According to documents obtained by TIME, OpenAI lobbied to weaken forthcoming AI regulation in the EU, despite publicly calling for stronger AI guardrails. OpenAI CEO Sam Altman has spent the last month talking about the need for global AI regulation, but behind the scenes OpenAI proposed amendments to the EU’s AI Act that reduced the regulatory burden on the company. OpenAI and Microsoft have invested $13 billion into the AI lab and have both lobbied EU officials to loosen regulation on large AI providers. OpenAI argued in the unpublished seven-page document, "By itself, GPT-3 is not a high-risk system, but [it] possesses capabilities that can potentially be employed in high risk use cases."
